Size 23.5 has a bit of extra room in the front cross strap and the instep strap. There is about 5mm of space at the toe and about 10mm at the heel. Size 23.0 is not chosen because the cross part of the instep strap presses against the foot.

24.5 is overall a perfect fit. 24.0 has a perfect fit for the front cross strap, but the instep strap is a bit tight. The heel protrudes about 5mm.
