I tried them on with stockings.
I wore them with stockings, and 23.0cm(EU36) fit perfectly, but since I want to wear them with socks, I will go with 23.5cm(EU37) as it is a bit larger, but the instep can be adjusted with the laces. Since the width is slightly narrow, it seems that going one size up from usual should be fine.
